The paperwork behind every clean sale
Used car paperwork checklist for dealers: RC, forms, insurance and PUC.
A pre-owned sale is only as clean as its documents. Miss one form and the RC transfer stalls, the buyer is unhappy, and you are chasing signatures after the car has left the floor. This is a dealer's working checklist of what each car needs — at purchase and at sale — so every deal closes without a paperwork surprise.
At purchase
What to collect when you buy the car in.
- Original RC, and a check that the seller is the registered owner.
- Insurance papers and current status; note any claim history.
- Valid PUC (pollution) certificate.
- Any loan / hypothecation status — you need the HPA position before you can resell cleanly.
- Owner ID and a signed purchase record, so provenance is never in doubt.
At sale and transfer
What moves the car cleanly to the new owner.
- RTO transfer forms — including Forms 29 and 30 for transfer of ownership.
- HPA release / NOC where a loan was involved, before transfer.
- Fresh insurance in the buyer's name, and a valid PUC.
- Delivery record and invoice, closing the sale on paper as well as in fact.
Requirements vary by state and change over time — treat this as a working map and confirm the current list with your RTO agent. See the transfer step in detail in the RC transfer guide, and how the whole flow is tracked in how a pre-owned dealership works.
